Home Care for People Ages 65+
The Connecticut Home Care Program for Elders (CHCPE), administered by the Department of Social Services (DSS), enables individuals aged 65 and older to remain in their home with services and supports instead of residing and receiving care in a nursing facility or other institutional setting.
CHCPE is divided into several categories which enable individuals to receive home care services corresponding to their financial eligibility and functional dependence.
To be eligible for CHCPE, individuals must be Connecticut residents, age 65 or older and be at risk of nursing home placement or meet a nursing home level of care. They must also meet the program’s financial eligibility criteria.
The program considers individuals to be at risk of nursing home placement if they require assistance with critical activities of daily living such as bathing, dressing, eating, talking, toileting, and medications.
Individuals must calculate their individual gross monthly income. If married, the spouse’s income does not count. If the applicant’s income and assets are within the approved amounts, they may qualify for CHCPE services.

- Support Broker
- Chronic Disease Self-Management
- Assistive technology and minor home modifications
Some CHCPE participants are required to pay a 9% copay if they are on the “state-funded” portion of the program.
